Peking, November 3, 1903.
I HAVE the honour to report that, as a result of the second drawing of lots by the proprietors of opium-smoking houses within the International Settlement at Shanghae held on the 3rd instant, 350 of these establishments will be closed to business by the 31st December next. As 359 were closed on the 30th June, the total reduction during the present year will amount to 709 out of a total of 1,437.
His Majesty's Consul-General at Shanghae reports that no steps have yet been taken in the French Settlement to close the opium houses, which continue to do a flourishing business, and that the question is still under discussion.
